Reports not matching

I mentioned this in a different area, but I think this is a bug, so I'll report it here. I'm playing a GC as England. When I look at my Country and Monarch report, it shows that my land forces are very weak. However, when I press F6 and look at the Land Forces report, it shows me with the largest army of all. Which report do I believe? How is the C&M report determined? Is this a bug?
