Republican Legacy tradition not accessible for Roman culture

Description​

I have a very early vanilla game where my unreformed Roman culture has access to Parochialism instead of Republican Legacy. Expected: Roman culture should have access to Republican legacy because of their Latin heritage.

Steps to reproduce​

Make a game through the character creator where your starting culture is Roman. In this case I am starting as a Hellenistic count in greece. You will need to convert one county to roman culture to get access to the traditions tree. Click on the traditions tree to reform the culture and search for Republican Legacy.
