So I am king of Pentos and multiple republics have formed under me through the faction to overthrow monarchy. Once they rebel against me (the sweet -20 for wrong government) there is no way to revoke their titles. The revoke title decision doesn't pass the "has titles which can be revoked" point.

Not sure if this is a bug, but it makes things quite annoying.

Time to look for some workaround I guess.
 
Prior to the 2.7.1 beta patch. I was revoking Republics left and right to create a feudal Valyrian Empire. I'm not sure what would be causing this for you considering I was inciting revolts and mass revoking the titles of every single person in my prison and never had a single problem unless they had multiple titles since I could only revoke I think like 2 at max.
