You could try one of those:
I did not add a white frame to the others. I assume you wanted them all in color. You can open and save them as "bmp" format in classic paint or something. Was this ok for you?

So will they replace the symbols/roudels to the right of the counter?(where.the.plane.is) Or will they repalce the flag to the left under M symbol for land and sea forces?
The flags are my main concern, but if you think it would work, feel free to do something with the symbols.
Ok did try to see how much the flag can be used. I haven't used counter fixer yet because I want to know what approach you want.

In Hearts of Iron 2 times, there was (and still is) a thread called "HoI2 Grand Flag/Graphic Request" (F***ing big thread :O ). But now Hearts of Iron 2 is "outdated" and fewer people are looking into the HOI2 Forum. Unfortunately they are still...

I just made a shield for gaining experience.
You will load it and should change .png to .bmp (24-bit).
I will make other shields too when I have some free time.
I don't know how to make HOI3-type shields, and it seems like there is no tutorial about it with the easy flag maker2, so if one wants that type, I can't do it (this comment is mainly for Tommy Vercetti).
Also, for whatever reason, my Photoshop CS4 can't make a flag well with EasyFlagMaker2.
EDIT: Nevermind, I did it after several failures.
