How does the amount of money you have available to invest in research get determined. Can I increase or decrease it? I've looked but just can't seem to find it anywhere.

Your monthly income (look in the manual to find out how it is calculated) is shared between cash income and the various research investments. Click on the cornucopia icon on the upper left and you'll be able to modify the distribution.
