I think research levels of minors should atleast stay at 1 level below the most researched level of the majors they are with. IE when say Hungary joins the Axis it should get research to be 1 less the Germany for the major research levels. This would be like Germany giving them the equiptment that they no longer use. It is a little weird that germany can have say 1940 techs for infantry and hungary still with 1934 or whatever.Just because they have alot less research capabilities. In reality those nations would adopt the technology of the majors atleast getting within a few years. No, I don't think the majors would share their most current techs, but certain ones, yes. Germany was sharing rocket, jet, plane and even tried to send some uranium to Japan.
