Description​

The designer of Treatise on Management, a buff that can be gained by sponsoring a Chief Qadi research project, reversed the modifier. Whoever completes this project gets 30 years of increased construction cost and time.

Seems it's working as intended.
Neither you nor your couriers understood his lesson and get a negative modifier trying to implement it in your realm.
At least thats how I understood it.

It's marked green instead of red so that's a bug if it's supposed to be a debuff.

However, I don't THINK it is. Research projects are treated like an inspiration, and he had high aptitude plus multiple increased quality events fired. I mean, with any other inspiration in the game from a blacksmith to an adventurer, an inspiration can NEVER produce a debuff for you after hundreds of gold and years of time invested. Why would a research project?
