Two ways - you can cheat, or you can upgrade your provinces. Alternatively you can attack other countries and steal their IC. :D

Whole different thing is, if you are able to keep your industry running on 100% effeciency. To do this, every 1 IC have to be supplied daily with 2 units of coal, 1 steel and 0.5 rubber. So you either have to get those resources from your controlled territory or buy them on the WM.

Information about resources can be found in the file provinces.csv.

Wojtek actually - Copper is here due to my undyining love to koperkowa soup, not great medieval scientist. :D

And back to the game - as far as I remember, all minors that are Paternal Autocrats/Fascist are "safe".
 
You should also be researching industrial and computer/electronics to boost your IC, to improve your conversion efficiencies, and to speed up research. Resources should not be a problem if you trade for them while at peace unless you are playing at the very easiest level.
