There really isn't much resource production, especially not iron or coal in France. Most of it was and is produced in Alsace and Lorraine, which are in the hands of the Germans in this scenario.

What do you guys think about using Allenby's 'tech bands' as a 'resource bands' for starting resources. Where the band 1 nations start with X amount (suggestions would be nice for X), and then the number of resources would be lessened by Y (agian suggestions for Y) for each band?

I suppose it depend whether one thinks that possession of resources can be used to portray how rich various countries were.

Might I suggest that X simply be what countries begin with in the standard HOI? The figure is designed with the game in mind, and I wouldn't think that the 1936 figure would be massively or noticeably different from the theoretical 1914 figure.
 
Remember that idea about using an alternate province.csv that would be swapped with the paradox one? I tried it using batch files and it works very well. There has to be a backup copy of the paradox province.csv (named province.bak.csv, for example) and a copy of the TGW one (province.tgw.csv). You then create a file named tgw.bat, containing these lines

<hoi-path\hoi.exe tgw
and another file, hoi.bat, with

copy db\province.bak.csv db\province.csv
<hoi-path>\hoi.exe
inside. You then have to set the shortcuts for tgw and hoi to execute the batch files, not hoi.exe, and you have yourself a working game. Of course, as your exe is probably patched to work '14-'24 you still can't play hoi in this install, but if you use the dual exe technique, and use the correct exe names in the batch file, then the installing of tgw won't stop you from enjoying hoi.

This work very well in W98SE, could someone do a check for other M$-Win versions?
 
Loaded up as Soviet Russia and was shocked to see that they didnt know how to convert oil to rubber.

I had no tanks, no ships, but 99999 oil and 0 rubber, industry is collapsing. Just great.

Maybe this is a problem with revolter nations? Since they dont have an inc file in the scenarios folder we can't set their conversion ratios to 1:1.

I can think of one way to solve this - have 2 techs that make coal to oil and oil to rubber 1:1 and give everyone this tech to start with. Revolter nations get techs their "masters" had so this should solve the problem.
 
Lille and sedan province in France should be major sources of French steel production. The loss of those areas really hurt France's war industry. So I was thinking that we give a Lille province 25 steel and Sedan 15 steel to represent those industries there.
