Is there a mod or map theme that restores the game to the way it looked in March 2015? I've been searching the steam workshop and haven't found anything that even comes close.

yes. While it does fix the horrible brownish yellow lighting, it does nothing to achieve the effect I'm looking for. Take a look at youtube videos made around / before March 2015 and you'll see what I mean. This was before map themes were implemented.
I honestly don't see what you're talking about. After Dark made some changes to the fog - there's a mod called cloud and fog toggler which lets you adjust that. A screenshot of what you're seeing now might be helpful - I can't see much difference between videos from then and the default themes I load up, but I've also got a fair amount of mods on.

Easily done. http://imgur.com/a/0z1xw Two screenshots, one from march 2015, another taken today. Same area of the same map "black woods", but now it has a vastly different, much darker look. Not at all appealing for a city set in the American midwest.
Try with the classic sunlight intensity off (from Daylight Classic). Otherwise Time Warp lets you adjust sunlight intensity or you can grab Ultimate Eyecandy, which lets you tweek color and lighting a whole lot more.
Thanks for that! Ultimate Eyecandy was able to get the look very close to what I remember. Help much appreciated!
