Restoring with magi... possible without Legend DLC?

I got the Persia DLC but not the legend one. Am I shit out of luck?

Restoring the Magi is a base game decision so you shouldn't need any DLC to do it.

In the CK 3 wiki I only see mention of it in some of the legend stuff. I don't know where to start to remove the 'dismantled priesthood modifier'.

That just means you get a legend seed if you own Legends of the Dead, If you don't own Legends of the Dead you don't need to worry about it.

It just means you need to take a decision to restore your HoF. The requirements are. . .

  Control at least 3 holy sites
• 
  Devoted Servant level of devotion
