Restricting heritage focus?

I've made some changes to the decision for the next build, though I did discover that tutoring the children of other rulers is mostly useless -- the educator of a child does not select their focus. Their proper liege does. So, short of using the decision, there's no way to set the Heritage focus on a child, and no way to decide how they should otherwise be brought up.

That's probably because the only way to change their focus once it's been selected is to use the decision to switch them to heritage focus. Of course, that's still quite entertaining if you want to fracture the HRE by making the next emperor Sunni for instance.
