Your install's working fine! Retinues have been disabled, presumably to better mirror the books (and the feudal era of the time), wherein the high lords are ultra-reliant on their bannermen to supply the majority of their men. Gameplay-wise, it makes a lot of sense- it places a lot more responsibility on each lord to maintain good ties with his bannermen, or he'll find himself at war with few troops.
 
You can buy Unsullied in the latest version. They do not replenish their troops such as retinues, but are real beasts in combat and investing the 750 gold for 1000 of them is definitely worth it. you need to have slavery legalized, though.

Of course, they are expensive, so you need a good reason to use them and a worthy enemy, supressing for example peasant revolts with them would be an utter waste.

They are never available. Never.
 
In my 600 year game, the one time it would let me purchase unsullied, i paid for 1000 and then nothing happened. Got no troops or nothing. That was the one time out of 100's where it didn't just say they were unavailable.
