if u build divisions with brigade attached, upgrading the line should take less retooling time. now it's more costly (in ICdays) to build them together than separately because of the retooling.
if u wish we can get in the numbers, but my calculations showed that as a rule of thumb 1/4 of the current value would do if u upgr brigade and 3/4 if u upgr div (it would be even better if this value would depend on relative cost of the division and the brigade, but imo it's impossible for various reasons)

if u build them separately:
inf 80days retooling (40 if u upgrade the line)
art 40days retooling (20 if u upgrade the line)

if u build them combined:
if u upgr inf 40 days shold be lowered to 30.
if u upgr art 20 days should be lowered to 5.
if u upgrade both 40 days (it is fine as it is)

this change is necessary to ensure(more or less) that building 10 inf and 10 art with everything else being the same, costs the same ICdays.

so u wish to get into numbers. fine.
unfortunately it should depend completly on the relative cost values of the division and the birgade.
in case of inf-art you are right 5day is not enough, but in case of arm-eng 5day is still too costly. 5day is imo a good compromise (with retooling only brigade you lose gearing bonus on the more costly division also).

best formula would be:

upgrading a brigade:
retooling days = brigade ic * brigade retooling time / brigaded division cost, rounded up

upgrading a division:
retooling days = division ic * division retooling time / brigaded division cost, rounded up

example (not actual game values):
inf 10IC 100 days (1000ICday total)
art 5IC 50 days (250ICday total)
inf-art will be 12.5IC 100 days (1250ICday total) (so far this works correctly in-game, only problem is with retooling when upgrading model)

upgrade cost of inf 40days*10IC (400ICday total)
upgrade cost of art 20days*5IC (100ICday total)
upgrade cost of inf in case of inf-art 12.5IC for 40days (500ICday)
upgrade cost of art in case of inf-art 12.5IC for 20days (250ICday)
upgrade cost of both art and inf in case of inf-art 12.5IC for 40days (500ICday, so it is just fine as it is now)

now you see the problem. let use my formula:
retooling time of only inf should be 10 * 40 / 12.5 = 32days
retooling time of only art should be 5 * 20 / 12.5 = 8 days

example2 (not actual game values):
arm 20IC for 150days
eng 3IC for 30days
arm-eng will be 20.6IC for 150days

retooling time only arm, should be 20 * 40 / 20.6 = 38.83 rounded up to 39
retooling time only eng, should be 3 * 20 / 20.6 = 2.91 rounded up to 3

this is a much better solution than my proposed static 30 and 5 day, BUT i have no clue how hard it is to implement. imo gunman should deal with this bug but its not very important, so if it's faster that way, that's a good enough solution.

I just want to avoid micromanaging as hell (building everything separately) being too rewarding.
