Revolutions does not include the file scenarios\1861\France_Rhone_Alpes.csv causing an error on loading the 1861 scenario unless you install over an already-patched game. (This file was added in a patch to replace France_Rhône_Alpes.csv.)

That is the point - Revolutions is, AFAIK, meant to be patched over 1.4.

I don't think that's been stated anywhere officially and many people are under the impression that patching isn't needed. Looking into it further, while the 1.04 patch included many pop files that Rev doesn't, it appears the missing files aren't used in Rev with the exception of this one.

Apparently it isn't supposed to require the patch:

3) Victoria does not require 1.04. If your preferre to have 1.04 installed first please do so.
