revolt cheat doesnt work

i have victoria 1.02 and i try the revolt cheat "norevolts", the game accepts the cheat, better it doesnt stop them. it is happening like crazy in my country and it is makeing the game less fun then it could be. please help me stop the revolts. any solutions to the cheat problem, dont give me government reform solutions, takes to long and arent fun.

I think 'alba' will prevent all rebels from forming, but I might be wrong.
