Some of my CORE provinces which had once been occupied by the enemy have revolt risk. And I have 0 dissent. I don't know whether it is a bug or designed feature...
If it's a designed feature, I suggest to remove it since it seems strange for me to use almost 10 years (reducde 8 with 0.075 per month) to pacify the people once governed by the enemy for just 2 months...
