Could someone PLEASE explain 'Revolt Risk' and how it works?
The problem I seem to be having is that the lower the revolt risk, the more often my provinces revolt! A province with a revolt risk of 3% seems to revolt on a yearly basis! (Oh, it's April alredy? Guess we should revolt!)
It seems like the Revolt Risk is the risk per month that the province WON'T revolt!
I have the same complaint about colonization, i.e. it seems that the chance given is the chance of failure. Otherwise, why would it take 4 attempts to land a colony where there is an 84% chance? Chance of success, or chance of failure?
