Before 1.15 came out, the dev diary highlighting all the features of it had a section that talked about a "right click" method to raise armies thus avoiding Rally Points all together... Did that never make it to release? As I can't figure out how to do that at all and still have to use the normal Rally Point system to raise my armies.
 
It's in the game, but can easily be missed.

You need to go to your miltary tab and right-click on the "Raise all armies" button. After that you can click anywhere on the map to raise your armies without a rally point.
