Timeline:

!864, Sweden intervenes in favor of Denmark in the Second Schleswig War. This draws Sweden and Denmark closer.

1866, Napoleon III sends troops to Mexico to support Maximilian. Mexican Empire survives, but leaves France weaker.

July 19 1870, Franco-Prussian War begins.

March 18 1871, The Paris Commune rises.

April 1871, French Republican forces are unable to contain the Paris Commune. The French Republic pleads for peace with Prussia.

May 10 !871, Treaty of Frankfurt signed. The nation of Germany is created.

I think the best thing to do is to have a look at some old dh mods, maybe ww1 mods and if you see anything you like, then use that as a base.
OR you could have a look at the E3 map and decide to use that.
It is more work to use dh as it is as a ww2 mod, but it can be done.

Just don't lose heart and give up. I'll help you as best as I can. But you will have to make the decisions as this is your mod.
 
I'm sorry if I'm useless on this, E3 looks good, but does it come with a list of provinces and ids

The best things start with an idea.

I was thinking if you used the E3 map, then sometime in the future you may add it to the Grand Campaign mod, which would extend that mod backwards, if I am correct?
The E3 map is more "seat of your pants" as it is not as polished as the dh map, which does have a set of ID's available somewhere. But you can always go to the console in game, F12 for the console, and showid to see the province id in the bottom right hand corner of the screen.

I'm fairly sure the WW1 mod was with the E3 map? But there is probably another mod that used the dh map.

You do the map first.
From the map you get the countries and the country TAGS.
Once you have that you can do events using those TAGS. Then just the techs, which can be taken from another mod if need be?

I'm sure there are plenty of lurkers here on the forum who would love to help you with this...
