presuming a such far-fetched scenario, the following scenarios seem to be more plausable:

-a couple of centralised isolationist xenophobic and ultra authoritarian and ideologized empires (Rome, Persia India and China, maybe central america and inca) that are not intested, in external affairs.
-tehnological backwardness, as well as great differences betwen the tehs of nations
-severe social unreast caused by overgrown population (wich would have anyway broken the antique nations)
-more smaller more lively "barbaric nations, that, beause of they're competition, are tehnologically advanced, comercial, civically united (germanic nations, slavic, mongolic, tucik, native-american, etc). They dar are bound to succede against crumbling empires, as they did 1500 yeas before IRL.

Yeah, like this. Deteriorating economic conditions, combined with increased aggression by the smaller states, secessionist movements, and civil wars, leads to the first global war in (alternate) history.

Hmm. Well, assuming Rome never fell, it means that something happened, or rather, it didn't. For example, many people say that, if Varus had won the battle at Teutoburger Wald, or if Augustus would have continued his attemps to expand the Empire into Germany, the Empire wouldn't fall in the 5th Century. So, that means Germany should be, probably, part of RE. But, for the rest of the provinces? Those that were outside of the roman world? The'd be ruled by some warlords, and would have little or even no techs? Or would the Romans have conquered them? And what about the overseas territories? I guess the Romans conuqered them, erm? :wacko:

Anyway, your main problem will be the plot. See, even ahistorical mods which change history from a close-to-ww2 point (like Kaiserreich) have a complex timeline and events' development. But, I wish you good luck! It would be interesting to see such a project getting released.
 
Well...that wouldn't be probable...but it's your mod :D

Now probable? Impossible if you ask me! And Ceasar didn't conquer Gaule because hes french :p
