To understand this picture story, please note it is 15 March 1930 where declarations of war have begun, some 10 or 15 maybe. And here there is 60 day lag before ground attacks may ensue. However, Air and Sea attacks have already begun, while troops dig in and move to respective fronts.
The OOB for each of the 52 contestants is the same:
Land: 2 Inf, 4 Cav, 2 Mar, 2 Mnt, 10 Gar, 20 total
Air: 4 Int, 3 Tac, 3 Nav, 10 total
Sea: 3 Battleships, 3 Battlecruisers, 3 Heavy Cruisers, 15 Destroyers, 3 Subs, 6 Transports, 33 total
OOB then is totaled at 63 units times 52 countries for 3276 at start.
DoW will be about 50-60 by June 1930. Everyone will be at war with 2 or 3 neighbors by mid summer. Alliances are suppressed and rare.
So these pictures are all hands-off AI only at the date of 15 March 1930. You will notice the AI having deployed out and some already engaging by Air and Sea. No land combat until 18 Mar 1930 when the first 60 day period has matured. It will take to early fall for all DoW to engage in full land combat. But many a ship will on the bottom of sea, where while much of the AIR still exists, are badly beat up.
Also, not all land units will survive the 60 days, often 1 or 2 average are lost to air pounding and another 4 or 5 damaged.
