I made a few custom roads that I don't need any more, so I would like to disable and delete them. They are not used any more in my current city, as best as I can tell (I changed them all to bright neon colours so that I can easily spot them), but when I click the "Enable All Mods" button on a current save game they're still being enabled as if they were being used, and when I disable them the game won't load.

This does not happen with other custom assets (like parks), only with roads.

Is there any way to reliably remove unneeded road assets? How?
 
You create a Road with Road-Editor, then you set this Custom-Road into a game, then the road deleted, the Savegame is not loading, this road is not found.

Make a Road with identical Name, then load savegame, savegame work
 
This is Simple, create a road with different color and save this new road with the name of old custom road.

Load the Savegame, and you see this custom road with this color, replace this custom road with vanilla road, and save the game, remove then this custom road and load the save game, the save game work.

See the picture, click on the X in the red circle to delete the desired object.

If necessary, quit the game completely and restart it.

If the roads you create yourself are still there, go to the following folder under Window.

... \AppData\Local\Colossal Order\Cities_Skylines\Addons\Assets

Here you will find all self-created objects, buildings, vehicles, citizens, trees and also the streets, if the desired object is deleted manually.
