Maybe. What exactly are you thinking? I don't know how to edit POPs (I tried once and made quite a mess of it...). But to be sincere, I've been working on it a bit. Not exactly on the Russian Civil War, but on Central European boundaries and on expanding treaties imposed by the Parisian Peace Conference. About the Russian Civil War, I searched for some maps, and based on them I changed the territories controlled by 'Whites'. I would like to post those maps here, but I don' know how to do that.
But that modification still didn't helped the 'Whites' in their war. Finland and Baltic countries are quickly overwhealmed by 'Reds', when actually the Red Army never set foot in Crimea until late 20's. In Reval (Estonia), the Red Army didn't enter until 1940, after the Ribbentrop-Molotov Pact.
The best way here, would to set a global flag (something like "RED_OCTOBER" or "RED_TIDE") which would fire a event chain giving anti-bolchevists powers troops and costing the Allies supplies and money.
The Polish-Russian War must be modified. First, it doesn't fire in my game - and I don't know why. Second, the alliance shouldn't be between Poland and Ukraine, but between Poland and West Ukraine. Poland obtained the mandate over W. Ukraine on Nov, 21, 1919 to prevent former Austrian-Hungarian territories to be engulfed by bolchevism. When the war turned to 'reds' side, Ukraine demanded West Ukraine to join the country, as it has been under socialist government since the Habsburg Empire's collapse. W. Ukraine refused and asked for Polish help, shortly after being handed by the League of Nations to Poland. Poland offered them a special "autonomy status" in order to annex them, what actually never occured. W. Ukraine never got that special status. This gave the Polish the opportunity to wage war against Ukraine (as they were already in war against 'Red' Russia since 1918 for Bielorussia). And in the middle of all this mess, Poland declared war on Lituania for Vilnus, even Lituania also fighting 'Red' Russia.
To sum up: there was a Polish-Russian War since 1918 for Bielorussia. In 1920, Poland entered a war agianst Ukraine to secure Ruthenia (aka East Galizia or West Ukraine) and to claim Polish boundaries in 1772. And a third war, not liked to ideological polarisation between 'whites' and 'reds', was fought by poland to claim Vilnus and Swalki.
If you would ask me to turn this into events, I would glady do it. But I still need free events numbers to do that. I've tired to do this with the numbers I got in the TWEP site. But the only thing I achieved was to unleash the 'Empowering Hungary' event chain on January 1st. If I could get some free numbers, I would turn this, and more, into events.
