So I started working with the Robo-Colonists and discovered that some of them just refuse to go to Uni and instead just roam around unspeced and unemployed. Is this expected behavior?

I tried but it would not let me on those. Others it would. I assigned them to the dome with the Uni's and they wander around unemployed.
