Rocketry: Sea Launch Tests has no purpose

The Rocketry tech "Sea Launch Tests" has no benifits for research and doesn't allow any future tech.

From its description it seems like it should be a requirement for Nuclear Modified Flying Bomb (which allows subs to launch nukes)
