Rogue servitor should have utopian abundance for non-pampered citizens as a valid policy option. This none of the mods do. And mandatory pampering should do science like utopian abundance does (maybe less, maybe more?), that's a mod. There should also be branch buildings for pampering on foreign worlds, that's a mod. That mod though promotes Materialism, Pacifism, and Xenophilia but does not promote egalitarianism, which considering rogue servitor is written as the joke the enemies of the Culture throw against them, it should.
