If you're playing rogue servitor, you have to resettle manually.
Drones will happily migrate to planets that have no jobs for them and tons of surplus amenities if there are biotrophy jobs open.
 
Enabling migration controls also doesn't stop drones from resettling automatically.

And that's not even the real problem (a maintenance drone will do the same job everywhere).

It's worse than that.

The game doesn't distinguish bio-trophy jobs from drone jobs when resettling: it only sees that there are open jobs on the planet, not what type of job it is.

So it resettles drone pops in an attempt to fill bio-trophy jobs.
