Are they compatible? I am trying to find out of Roguetech has a moral/ejection system that would answer my question, i dont think it does but i would like to confirm. I also looked on the mods included page for roguetech and it doesnt mention it.

I think I answered my own question, looks like it does, so just delete Basic Panic System from the mod folder before I install Roguetech?

RT does include panic system. There is a list on the wiki. The thing is, it doesn't just include other mods, it actually does a lot of changes and ballancing to make them work together as a part of the whole new system. So including/removing some of them may break things.
