Is a circle supposed to represent a city or a rural settlement? If a rural settlement, why not a triangle? If a city, why is it smaller? And what's the difference between the inside of the shape having a star, a square, or a pentagon? All of this could be avoided with something that doesn't even need to be learned in the first place, though. I don't need to learn that a 3 story building is more developed than a 2 story building, and I don't need to learn that a 2 story building is more developed than a 1 story building. The icon would contain the information that I'm supposed to know.
