ROMANIA AND HUNGARY DOESNT ATTACK USSR: BUG??

HOI 3 TFH POST.

hello everyone. i play with italy.
At the first call from germany against ussr i accept and, in july 1941, I landed in odessa and then in crimea.
I would have expected romania and hungary to enter the war at the same time but instead after 3 months, still nothing.
It is september, and they leave me alone on south border against ussr.
is it a bug???
why dont they enter the war agaisnt ussr (they are axis member, historical start 1936)?...

It isnt my first game.. and usually they declare war....

AI Germany starts the war against the USSR as a limited war and has invited only you so far. So Romania and Hungary are still at peace with the USSR. You have to wait untill Germany calls them into the war.

I had one game where Germany did not call its Balkan allies into the war at all. In at least one or two others, it did not call Hungary into the war when Germany invaded Yugoslavia, as happened historically. Usually (not always), the call does happen eventually, but the timing seems to be extremely variable.
