Bought this recently and played a few years with a couple of countries to verify it was working fine. Then I installed the Magna Terra mod and it started crashing on load up at the point it says creating world, both with the mod selected and on default. Unistalled and did a clean reinstall a couple of times but it still crashes there.

Rome Gold with 2.32 patch, Operating system is Vista.

If it worked OK until the mod was installed, you'd have to think the mod installation went wrong. When you say a clean reinstall, did you manually delete the entire Rome directory structure after the uninstall? That would be required. Then I'd recommend installing outside the system path, to somewhere like c:\games\rome , and then make 100% sure that VV then 2.32c install into that new directory over the Rome files.
