I am stuck trying to complete the romulan mission: paradigm shift. The condition I am missing is "Has Policy Generous Grants", I don't have that as a policy choice. Can any help?

I ran into the same issue. That policy is not anywhere, nor is it unlocked by tech. So I simply couldn't progress in that part of the tree, I suspect it's a bug.
The policy is misnamed. You actually need the "Fast Tracked Curriculum" policy.
