After making one for Victoria, I also made a scenario generator for EU2: RSGen. Download & How To Use It can be found here.
It can make 'Risk-like' setups, but you can also select to make more coherent countries with it. Currently every country gets almost the same amount of provinces (some have 1 more). The generator randomizes countries' culture, religion, techgroup and the location of it's provinces. The provinces will mostly have the same religion and culture as the owner, but not always. The generator also randomizes the value of the provinces and what they produce. It also makes CoTs at random.
The scenario it makes currently has no events since I figured historical events would be mostly nonsense. Random events I still have to test. Maybe I will also make some new events which give you cores or cultures, to make the game more interesting. What else do you want me to make? Please tell me, then I will see if it's possible.
