When you're a low level count, all you need to do is to spend time on increasing development. You're building buildings/increasing your MAA and trying to get more claims on higher titles.

But you have almost nothing to do with the ruling part, that is managing conflicts and issues within your county. Obviously as a county it won't be any big wars to fight within it, but there can be something you can do against criminals, bandits or outlaws in your land? Your levies might be useful to attack some bandit-adventurers in your region. Or dealing with unhappy peasants that might riot or even revolt against you.

Local organic threats to your rule should be something you have to pay attention to as a ruler. It will also be why you don't want to hold too many counties or domain personally as it can be hard to deal with all sorts of issues. Thus you have to delegate or grant titles to others.

Some minor nobles ended up turning to such crime, hence robber baron. Criminal play probably shouldn't be limited to landless.

Right now, those types of criminals are represented only by a negative modifier on the county. And the only way to deal with it is through your marshall task "increasing control."

So I agree. But I think they'd have to add an event pack for bandits, outlaws and other citizen movements. Not sure how it can be represented through anything other than events.

You should be able to actively hunt and capture criminals, banditd and raiders. Even if they are adventurers.

Or bandit leaders will spawn with a small army that you need to use your levy and fight them. So even small counts get to fight mini conflicts.

I have a new idea.
In current CK3 a bishop is assigned to lease all temples in our domain, what if this is adapted to more estates?
Some hidden councilors could be added to be made the representitive of local pops. Like a leader of guilds to represent craftsmen, a merchant to represent merchants, and a bandit to represent all outlaws. When we need some locals to show in game, these representitives, instead of generated guys, could be the character we're gonna interact with. Instead of filling court with irrelevant lowborns, filling it with some relevant lowborns may make players care more about them.

One of the Adventurer contracts is about collecting taxes from representatives of local community – I think they are generated for the contract only, but imagine if they were permanent, and landed characters too could interact with them…

It is definitely weird to me that the game goes about generating so many characters for things like this instead of just drawing from teh pool of existing characters who are just wandering around, otherwise doing nothing.

Oh I like that! Kinda like the hunt journey... but for people :)
