I do not know what happened but in my recent 5-6 games Russia do not colonise at all through all game. I also saw some other pictures in other players' games and their Russias had the same problem.

Interestingly I think this happened after applying Hotfixes as there was no problem before. I can not guarantee because I have applied Revolutions around that time as well.
