Russia's "Proclaim the Emperor Title" decision will only trigger from a humiliation of a rival, not show strength

Expected Result​

I expected to be able to use the decision as I had shown strength earlier and that allowed me to get the humiliate rival Age Objective

Actual Result​

It didn't work and I needed specifically to humiliate rival

Steps to reproduce​

Form Russia, get modernisation up to 90, show strength but don't humiliate (n.b. I started as Ryazan)

Description​

Just a consistency and QoL point to say that if show strength is good enough to get the humiliate rival Age Objective, it should also be good enough to Proclaim the Emperor Title too
