Why the need for a whole new thread to tell us that?

No need to blame the community for that. First rule of modding: Ideas are cheap, work is expensive. Creating a large mod is a huge amount of work, and if you start one be prepared to do the lion's share yourself.

If you're serious about modding, join one of the mod-teams to learn the ropes. Once you're familiar with how things work you can decide if you really want to start your own.

From what I read, there was community support. In that if you asked a question as to how to do something, you received some direction as to how to do it.

Where you failed, not the community, was in your expectation that you could simply design a hierarchy of others to implement a new design without demonstrating said design.

You don't need a rep to start a new mod, and you don't even need experience in how to mod. However, don't expect a crew of dozens to do legwork for you if you haven't even got a clear idea of what the mod will look like. Even if you do have a clear vision and can articulate it well enough to garner support, you're still going to be doing the lion's share of the work. And I saw zero demonstration in that thread of your having done any concrete work at all.
