I wrote a r/eu4 post about this a few months ago, but the bug persists. I've created a paradox account exclusively to report this bug. I'm pulling from my post on reddit to write this.You can check out the original post here:
For some reason, Samurai units, on top of costing more in ducats, have an additional penalty of using TWICE as much manpower to replenish. This means that if your unit sustains 200 troop deaths in battle, it will draw 400 manpower to reinforce to full. I'm no expert in the game, but I can't think of a single other unit like this [except for banners -75% manpower usage, but that's a positive modifier] nor can I find it anywhere in the dev diaries for japan leading up to 1.35
I'll attach screen shots with examples, thank you for your time.
Steps to reproduce
Added 2 screenshots from 1445, the first shows a 4 stack that has taken 2,319 casualties. When hovering over the manpower requirement, it shows exactly double that amount is required to reinforce fully, at 4,638 proving the +100% manpower cost is in effect.At first, I thought it was a tooltip glitch, when have tooltips been perfect? But the second screenshot shows the next month tick.
In it, we see that 100 men have been reinforced to each unit, but my national manpower has changed from 7,003 to 6,320 resulting in a total loss of 683, BUT I gained 117 manpower on each month tick, so really it was 7,120-800=6,320.

To be fair, unless you're paying attention, it'd be hard to catch, Samurai don't take up too much of your army. I only noticed when I was hemorrhaging men out of nowhere sieging those north korean mountain forts after forming japan during my game when 1.35 came out.
