Sápmi spawned via Return Province Button is Fetishist

Description​

Sometime ago in the development of EU4 the placeholder religion of Shamanism got repurposed into Fetishist as can be seen by the fact that when you type change_religion shamanism in the console it will turn your nation Fetishist.

Sápmis default religion used to be Shamanism due to the capital state of Lappland being Shamanist but when the decision was made to repurpose shamanism into a religion exclusive to africa this wasn't updated properly. When u return the core of a non existent country it don't check for the provinces religion but uses the default religion instead. In this case it spawns an exclusively african religion state into northern europe in 1444.

Thesfore I would suggest to either change the default religion of Sápmi to catholic or to Tegri like what happend to the state religon in the Perm region that used to be shamanist as well.

Steps to reproduce​

1. Start as Novgorod in 1444
2. Select the Province of Kola and click the retrun province button
3. Sápmi will spawn with Fetishist state religion
