Sarig Yogir doesn't have access to new Mongol missions

Description​

Sarig Yogir isn't taken into account for the 'is_mongol_nation' trigger, so when "Winds of Change" is enabled, it loses old Mongol missions but doesn't get new ones.

Steps to reproduce​

Start a new game as Sarig Yogir with "Winds of Change" enabled.
