Obligatory "I don't know if this is the right place to post this".

The title says it all, really. I'm trying to edit a save to put Cornwall in a personal union under Wales, but it doesn't seem to be working. Putting the "union=[monarch ID]" command in history just doesn't do anything.

I also can't find any line in the save game that suggests on country is a vassal of another. Burgundy has Brittany as a vassal, but after combing both countries entries in the save file, I can't find anything that would suggest the two are connected.

I also used the EU3 Save Editor and the Clausewitz Scenario Editor, but neither of them seem to have the tools to do it either.

Does anyone know how to edit a save file to make create vassals and personal unions? And if it can't be done, how does the game know what countries are vassals of others?
 
It must be part of the save-file. The following should be tried out:
  1. Start a new game as Holland on 1399 October 14.
  2. Break alliance with Hainaut.
  3. Fast-forward to November 15 then pause.
  4. Save game as "file A".
  5. Declare war against Hainaut.
  6. Save game as "file B".
  7. Use an application like WinMerge to compare both files A and B.
Take caution not to conduct extra actions between steps 4 and 6, such as accepting/refusing/sending diplomatic interactions, clicking an event, building a unit/building, changing a slider, etc.

For vassals I guess the same could be tried out playing Silesia or Orleans for example.
