Worked for me. Make sure you change ALL occurances. This does not take long since you can searc "transport = { 7" to find them. You may have to do this on a regular basis, since this seems to be tied to the transport techs, and the AI will keep researching them.
 
Well, based on the tests we ran today it's an almost certainty that the transport issue is causing the problems:

So, with luck, the bug has been traced and the quickfix seems to work quite well. So hopefully this issue can be closed pretty soon. :)
 
I will try to make sure there are no 7's in my transport models for any country for my save game. I thought I had done that, but I will double check when I get a chance to open the file again.

Anyone consider that flying_bomb might have the same issue? I looked in the flying bomb file and only found 0, 1, and 2 models, with 1 being blank. One of my models has a flying_bomb = { 3 0 }.

I will report on my success/failure later tonight.

Glad to hear it worked out regarding the transports. After looking at the flying_bomb issue I agree that it appears to be the same kind of problem as with the transports, so it'll be fixed for next release as well.
