I'm just wondering how to decipher what each of these does and what values are acceptable.

It's all leftovers from EU2, and none of them matter in HoI. In EU2, it gave you four dotmeters, from Very Hard to Very Easy - for economy, military, and diplomacy, and a fourth one showing how easy the country was overall. The rest of it - missiontype, missiontactics, etc are also all relics from EU2, when a country got a choice of randomly generated missions every few years, like discovering a certain province, vassalizing so-and-so, not losing a province, etc. There are plenty of things like this in the game, like badboy, which has no effect at all in HoI but is still listed for every country.

Okay, how would I edit the AI? It's been outproducing me as Germany(Me playing Germany) to ahistorical levels. I mean by late 1938 france had more army units than it gets at the start of the 1939 campaign. Britain had a slightly overbuilt Air Force and poland was way overbuilt, both Army, and Air Force wise. US was way way way overbuilt with over 100 divisions.
