Saving changes in editor

I try to modify country or army variables of saved games and save them in the editor, but when I load the saved game in HOI2, it's like I didn't make any changes at all. What happened?

I believe the editor is not a save game editor it is for making new scenarios.

I'll confirm as much. The format differences between a saved game .eug file and the scenario .eug/country .inc files is too different. The saved game has all the ai variables and settings, of which the editor is not designed to address.
