I feel that the two choices in the scandinavian constitution aren't nearly equal to one another, the AI often go push the constitution but there's really no rational reason why you would.

My suggestion is this, denmark and norway no longer start as historical friends, instead sweden and norway do (they have been in a union for like a century at this point). Pushing the union makes denmark historical friends with norway and makes both norway and denmark historical rivals with sweden.

It pretty much becomes a "do you settle for norway or do you risk losing it all to gain it all" decision.

Can't promise anything but I'll look into it.
Well it's not really what happened in history but it's interesting since it's a more difficult choice (though an event/disaster for the succession crisis after the death of Christopher III could be cool too).
