Folkungarna as in the Bjälbo-dynasty, or Folkungarna as in the faction opposing the Bjälbo-nobles? I don't think the latter Folkungarna is considered a family.

These two are apparently the arms of Västanstång and Östanstång, these were later combined to the present Östergötlands coat of arms.
