If you generate session specific event files for a particular game, is it necessary to distribute the event files before the game start (before V.net), or will the relevant event file(s) be distributed upon joining a game, or is it not necessary for anyone but the host to have the event file?

Everybody needs to have the eventfile AFAIK...
 
I am not pro when it comes to edit save files, but i think you can incorporate all events you want to in a saved game.
 
I am not "sure". But i have heard a friend of mine saying he did a similar thing. He added only one event for the whole game from the already existing Spanish events. I will try to do it as well once i get time to, if i dont manage to do so, i will ask him personally.

P.S. You see, all stuff related to the game, ranging from monarchs, leaders, both current and future ones apear in the saved game. IIRC, it also says the "includes eventfile bla bla bla". So i bet that doing that is possible, just like my friend told me.
