Will it be possible to create scenarios which offer a specific kind of challenge?

For example I'm hoping there'll be a Freespace 1 & 2 mod which allows me to play the Galactic Terran Alliance (GTA) vs Vasudan and later the Galactic Terran-Vasudan Alliance (GTVA) vs Shivan wars using the original FS star map.

Afaik the Clausewitz engine offers a lot in terms of event scripting. So events like the uprising of the Hammer of Light and the Neo-Terran Front rebels could in theory be done and act like they did in Freespace. Also destroying jump nodes and suns should be possible with this. And it should be possible to randomly create enemy forces to simulate the Shivan's out-of-nowhere attacks.


TL;DR
How far will the modding support go? Are we allowed to change everything from starting conditions (for scenarios) to events (to tell a story & change the world according to it) to basic game mechanics (to limit available technology)?


You can be sure that I'll try to create a GTA (and later maybe a GTVA) and see how far I can extend this empire. :D
