So does the "research from jobs" modifier from a science governor apply to civilians? Or do they count as another category of unemployed so I should put someone else in charge of my utopian capital? lol

Utopian abundance science output doesn't benefit from "research from jobs" modifiers nor from bonus workforce.
Materialist ethics and civil education civilian research output does benefit from "research from jobs" modifiers and from bonus workforce.

It applies if it is from job.
Civic education is from job, because the building adds an output to the civilian job.
Utopian abundance and materialist monument will not work, because they add the output to the pop. A few things can improve output from pops, but it's usualy because they improve everything (the +science from cosmogenesis for example).

Materialist monument, like all monument bonuses, is tied to the job, not the pop.

so, since science governor does increase research from jobs, science governor does boost civilian research?
If you're a Materialist and/or using Civil Education, yes. Otherwise, no.
